1. Grantmaking Priorities

The committee held its inaugural meeting to establish grantmaking priorities and processes under the Laura Hershey Disability Support Act.

The Authority's primary statutory priority is disability benefits application assistance, followed by new and innovative projects as funding permits. Grants should serve people with all disabilities statewide, particularly rural and underserved communities.

Grant policies and guidelines will undergo legal review before Board approval.

2. Recommendations from Previous Grantmaking Experience

Hanni Raley presented recommendations based on the predecessor committee's experience:

  • Simplify applications and improve accessibility.
  • Establish separate application processes for benefits assistance and innovative projects.
  • Clearly communicate eligibility, scoring criteria, and funding decisions.
  • Prioritize measurable outcomes that improve the lives of people with disabilities.
  • Consider multi-year grants to support sustainable impact.
  • Streamline reporting while maintaining accountability.

Martha Mason emphasized rural outreach, clearer eligibility requirements, and better definitions of innovative projects.

3. Grantmaking Process and Timeline

Peter Droege emphasized developing an accessible, transparent, efficient, and outcomes-focused grantmaking process.

Melanie Ulle reviewed Foundant, the proposed grant management platform, including its accessibility features.

Proposed timeline:

  • Mid-November: Establish initial grant application framework.
  • December 1: Present recommendations for Board approval.
  • February 2027: Open grant applications.
  • July 1, 2027: Begin grant distributions.
